Stephanie St. Clair
She was also known as “Queenie” in most of Manhattan, but in her Harlem home, she was Madame St. Clair. St. Clair was an immigrant of French and African descent that set up her numbers bank 10 years after coming to the U.S.
She became extremely protective of her neighborhood. She testified against a lot of corrupt cops, and manage to get them fired from their offices.
What’s even more impressive is that she thwarted the invasion of downtown mobsters when Prohibition ended, sending them uptown to search for new ways of making money. When St. Clair retired, she handed her operation over to Ellsworth “Bumpy” Johnson.
