Out of the 2.1 million incarcerated people in the United States, fewer than 10 percent are completely held in the federal prison system. Even so, federal prisons play rather a disproportionately big role in prison policy.

They usually set trends that states are following and suggest standards for states so they can emulate them. Well, the Trump administration’s First Step prison reform proposals were cautious, but still humane. Mandatory minimum sentences will be completely reduced for some kinds of drug offenses.

Prisoners will qualify more easily for early release, while also being closer to their homes. Women in prison are now bound to receive sanitary products free of cost, which will be helpful to the end of economic exploitation of prisoners, who are often times overcharged for basic necessities.

Probably the most important benefit of Trump’s First Step program is to offer a political cover to states, so they can embark on their own reforms. If the “tough on crime” Trump administration is able to endorse lighter sentences and free tampons, so can conservatively state politicians.
